Hello.
I requested a return yesterday.
because I received a product that is different from the description.
The seller has accepted and issued a USPS return shipping labe.
But I live in Japan, so I can't use the USPS.
I have to pay the return cost it.
I asked the seller, "Can you refund the item cost and the return cost together?"
The seller declined.
the item cost is 55.99 $, and the return cost is 6100 yen in Japanese yen by EMS (55.8 $ at today's rate).
Due to the influence of COVID19, other international mail cannot be used now. The rest is sea mail only.
If I pay the return cost, it is about the same as the item cost.
What should i do?

If the item was originally shipped to you direct from the U.S to Japan (and not to a U.S. forwarding agent), and you opened a Return for "not as described", then the seller has to pre-pay return shipping from Japan to the U.S. You can ask eBay to step in and force that, or they can refund without a return.
If it was shipped to a U.S. forwarding agent, the seller is only required to pre-pay return shipping from the U.S. address.
