A seller on eBay sells fraudulent products. Send fake tracking. What I can do now?

I bought the Milwaukee drill set from a seller on ebay. He uploaded tracking for me and informed me that the goods had arrived while I did not receive anything at my address. Then I went to Fedex, looked up the tracking information with Package Inquiry, and it showed that the item was delivered to a completely different address than my home address. I opened a complaint case with eBay more than 2 times, but eBay informed me that the customer had provided the tracking number and the goods had arrived, so my complaint was closed. eBay's customer support barely understood the problem was that the seller had a tracking item sent to an address other than my home. The item purchased from eBay has tracking but it does not arrive at my home and I do not receive processing support from eBay, what can I do?
