I made a return back in March, 2022, got refunded partially, and just this week, the item was returned back to me. I had paid a lot for return shipping, and am disappointed that it was a waste of money . I am also confused as to why the item was returned to me after so much time has elapsed. It says the item was refused on the return label

If you were partially refunded, then you did not waste your money - they will not take the refund away from you. A partial refund tells me you returned it for something like a fit issue, not because it was defective. So you can donate the item now.
Was it an international return? This would explain the long delay - refused items are generally returned sea freight. It is possible that the seller did not want to pay the customs fees to get the item back.
If it was within the US - the package may have gotten buried on someone's desk waiting for the return to sender address sticker. It is difficult to guess without more details, but the refusal could be because the seller was using someone else's address for his returns.
