A buyer with no reviews paid but wants me to message the code for DLC content. Will I be charged?

The sale is for a DLC code on a cardboard insert. You gotta scratch it off like a lotto ticket.

He already paid but immediately messaged me “send code on message plz”. He has zero positive ratings, I’m pretty sure this is a scam. I asked him to confirm address but he said, “just message me here why waste time with mail?”

What is the proper way to cancel the order without being charged a fee?

I don't see any active or sold listings under this user ID.  I wanted to see how you described the item.  

I would not send the code.  Send the cardboard insert if that is what you sold.  Make sure you send with tracking for seller protection.
