A buyer is in a country you don't ship to

I sold an item in acution recently and the winning bidder was an international buyer. The address that it ebay told me to ship to was a UK address which I was fine with. 

Now he wants me to ship it to africa and will do the payment through paypal but wont acknowledge it through ebay. I am getting suspicious and don't want to accept his money. I have not accepted any sort of payment at the moment. I feel like this is a scam? How do I say to the winning bidder I do not feel comfortable selling him the product he won?

They want your Paypal email address so they can send you a fake Paypal payment received notification email, hoping you will ship before you realize that you haven't actually been paid.
