Most likely a freight forwarder.
Freight forwarders are used by many legitimate users around the world to purchase items where the seller does not have shipping specified to the buyer's location.
Unfortunately, freight forwarders are also used by scammers.
Because sellers are more likely to post about problematic transactions than the more numerous successful transactions, it is much easier to find complaints about a particular freight forwarder's address than it is to find success stories that mention the address.
Without any way to gauge whether the complaints represent a significant number of the total transactions, there is little to be gained from knowing some number of public complaints.
Suppose there are ten complaints. Is that a lot? Over what time frame? Out of how many total transactions?
