I countered a buyer who wanted a 16 piece set. Shortly after, a second buyer made an offer for 1.
Can I accept offer #1 and offer #2, letting buyer 1 know that there are now only 15 pieces in set?

You can accept one of the offers and counteroffer the other with the adjusted number of items.
