I have an item for sale and it has sold it auction twice after selling the buyer has cancelled it. I have put it up a third time, each of which I’ve paid promotion to boost it and I’m worried that someone’s just going cancel it again. What should I do please? Is this some new kind of prank?

The buyer cancelled? That is not normal procedure.
When you sell an item, the buyer has 4 days to pay. On the fifth day, you can cancel the sale, selecting the non-payment reason, and your selling fees will be refunded. Or, if the buyer says they purchased by mistake and requests cancellation, you can cancel the sale using the reason "buyer requested" for a refund of fees.
If you have not actually cancelled those sales for non-payment or at buyer-request, you will be required to pay the selling fees.

A buyer can not cancel. A buyer can send a cancellation request to the seller, which the seller must formally accept.
Sometimes eBay will cancel a sale because of a buyer with a stolen credit card. If eBay cancelled your sale, then your fees are automatically refunded.
