Hi, I am new to Ebay. I am selling a game console to someone in Lima, Peru. He has a good track record and he knows the cost to ship is going to be between 150-200 dollars. After I confirm the shipping cost, will he transfer the cost of the product plus shipping in one transaction or is shipping a separate transaction? Is there anything else i should know when shipping Internationally.

If you did not have an international shipping option on the listing, you are free to cancel the transaction. As a new seller, selling a high risk item, which may be expensive, that is what I would do. There is no penalty to you when you select buyer address you don't ship to as the reason.
However, if you want to take the risk, you click on Send Invoice then you can add an international shipping option and cost. Buyer will then pay the total from this invoice. Make sure you select an option that includes tracking and delivery confirmation.

Thank you for the advice. The buyer has a strong history on eBay (below). If you knew that would you recommend differently? or still cancel transaction? I was not expecting someone from another country to purchase when I posted.

I'm sorry, but selling internationally an expensive item, as newbie, is not a good idea.
If an international buyer purchases your item, you can cancel. Reason: problem with buyer's address.

I m a low risk person in general. If he pays the shipping cost and agrees to the price, and then pays, what is my risk? Can I wait a couple days until his money clears into my account? Can he pull his money back after he deposits money into the ebay account? He is not in a rush and can wait and is not pressuring me for speed. I feel comfortable with him, but maybe I don't understand the whole process.

He can order a charge back indeed.
He also can request a return based on a complaint that the item is faulty or damaged, or doesn't match the listing. Then you have to refund when the item is back. You have to pay for the return shipping as well.

Ok, I get it. I have gone as far to crate and invoice, but I think I want to cancel now. The item is showing as paid, but he has acknowledged that it is not been paid. Can I still cancel? IF not, how do I edit the invoice to show up as unpaid, or pay now.

It is not paid, as he can't without selecting a shipping option. Regardless, cancelling the transaction would take care of any refund of payment as well. Just make sure you select "address" as the reason to cancel.
Much better to be safe than sorry.

For the future.
The reason the buyer was able to buy is because you need to set up your shipping preferences and buyer requirements in account settings.
1. Exclude shipping locations. Choose regions as much as possible. Choose Asia instead of the 20 countries.

For the future.
If you wish to ship internationally the Global Shipping Program is an option. You can not add the global shipping program to a listing that is already active or sold. So add it while listing.
The Global Shipping Program is easy to use and all you have to do is ship the item to the GSP center in KY.
The buyer pays you for the item price and shipping to KY.
The buyer pays the GSP for international shipping and any customs fees that are due.
When you use the GSP, you are protected for eBay Money Back Guarantee claims if the item is lost/late or damaged in shipping after it leaves KY.
You will need to opt into the GSP program in your account settings.
Then on your listings, you can choose to use the GSP for the item or not.

You have received excellent advice about the risks of shipping high priced items, especially internationally.
OP Pm'd me about this and I gave the same advice in addition I mentioned their choice of Parcel Select ground.
They asked me to post the Parcel Select info here:
eBay removed parcel select from the label flow due to the high number of item not received refunds that sellers had to issue due to the slow shipping.
Priority shipping usually only costs a small amount more and comes with $50 insurance Or $100 insurance if you are Top Rated.
You can still purchase a parcel select label from PayPal or Pirateship.com at the same commercial base rate as eBay. Just be sure to upload the tracking to eBay.
Parcel select should be reserved for shipping items that must ship by ground because they are hazardous or over the size limit for Priority.
You can ship up to 1lb 1st class with eBay labels. Over 1lb consider the various Priority mail option such as Regional rate boxes. I use a lot of regional A boxes which are great if the item fits. You can ship up to 15lbs at the 2lb rate. These boxes have to be ordered from USPS.com
