Looks kinda like polymer clay to me.
Also if you search ‘dating brooches by clasp’ there are a lot of helpful photos to see which clasps are from which era.

Is is rubbery?? Or hard? It's probably not but gutta percha is a good one to learn about.

Here's a nice site that will give you ways to test materials to find out what it is. If you rub the item vigiously it could be vulcanite or gutta percha. If it emitsea rubber smell. Doesn't hurt to rule it out. There's also a whole list of other materials and ways to test them.

I've seen dozens of pieces made the same way; they're all "vintage last week", or at best about 10 years old.
