Turquoise and Silver Mystery Item

I have a piece of jewelry that appears to be silver and turquoise, possibly Native American but it is unmarked. It is strangely shaped and I have been unable to find another like it to determine what it is called. It measures 4" wide and 2" high. Any help identifying this would be greatly appreciated.

It would make a nice choker pendant!  You could run a silk scarf through it and tie the scarf on the side of your neck or in the back.
