Sellers deceitful return policy?

Is it allowed for a seller to claim  30 day return policy as a Top rated seller  Yet in their return policy description they say all sales final

No that is not allowed, nor enforceable.

All buyers are covered by eBays MBG, for item not describe within 30 days.

Thank you. I am annoyed that the seller is allows to advertise as such but it didn't seem to be an option when trying to report their listings 

they get the designation of top rated seller plus by checking they allow 30 day refunds and then say in their policy description final sale

Unfortunately there are many like that. That is very deceitful.
I haven’t seen what options for reporting a listing are available in awhile. You could try calling, but probably not worth the time.
How many listings do they have?

Dozens of listings. I haven't examined them all to know how many are doing this though
