EBAY, PLEASE ADDRESS BUYERS PAYING IN RESONABLE AMOUNT OF TIME. I REALIZE ITS ABOUT CUSTOMER SERVICE, HOWEVER, THE TURN AROUND TIME FOR A UNPAID ITEM CASE UNTIL I CAN RELIST AN ITEM IS WAY TO LONG.

You can require immediate payment for fixed price listings.  You lose the immediate payment option if you accept an offer or list auction style.  This has driven us away from auction style and Best Offer listings.  I agree that this should be addressed.  Other internet sellers (wal mart, Kohls, Target, etc) require payment as soon as you make purchase.

UPI can be opened in 48 hours and a millisecond

UPI can be closed 96 hours and a millisecond after it is opened if buyer doesn't pay.
