I cannot add any items to my promotional offers - markdown manager or
manage promotions. Even new listings do not show up at all so I cannot
add them . Does anyone know if this is some sort of glitch or is it due
to maintenance ? Please help

What is EBAY doing to fight Non-Paying Bidders once they win the auction
? It's such a waste of time to have people win my listings and then not
pay. To have to go through the case process is just ridiculous ! Are the
bidders not screened?? Help !!
Update: I spoke with a eBay customer service rep who tried to add
listings on his side to any promotions and was also unsuccessful. He
said I was the first person to call about this and has forwarded the
information to the proper department. He will ...
