Okay, I found a workaround. Do the "Print shipping label" link for your
order from the order page. This will send your browser off to find the
page for the "The new eBay labels experience". When the circle pops up
and starts turning, push the X stop ...

No form required or printed but the info about country of origin has to
be entered. Regardless, "The new eBay labels experience" has always been
incapable and automatically bypassed.
