Logistics API---HELP

Has anyone successfully integrated logistics API?! After encountering some errors, ebay developer support is informing me that all users must sign the PayPal billing agreement for logisitcs API to work. Is this true or are there any other work arounds. This would require me to have all of my users to wait for item to sell so they can add their paypal account as a payment method. PLEASE HELP!

Hi I am trying to gain access to the Logistics API so I can attempt to integrate it to my current application.

Were you able to find a solution to this?

Also how did you signup for the Logistics API, did you need to use premium support to get access to it?

The Logistic API document said "It is available only to select developers approved by business units."  How to become selected developers?
