Finance API returning message about problems with an ebay internal system or process

I am trying to use the sandbox endpoint

https://apiz.sandbox.ebay.com/sell/finances/v1/payout

to download payout information and I just get this message returned

I am sending the digital signature headers as required in the UK, is anybody else having issues like this?
