You should have asked this question on the Selling board, under the Buying & Selling banner above. However since you posted your question here, on a category board, read the information in the 2 links below. As you will see there is a fee for using promoted listings.

Since you are a new member who will be limited to only being able to list 5 items at a time for now. I would wait until you have made a few sales and can list more items at once before starting to use Promoted Listings. You want to do that to make sure the chinese suppliers you will be using, actually have the items you want to list in stock, and ship promptly. You may also want to read the information about ebay's payment hold in he link below, so you are not surprised by it.
