Getting Access Denied when trying to set Notification Web Server.

Hello,

I'm trying to set a Notification Web Server on sandbox but I am getting a problem that I keep getting Access Denied response and I don't really understand why.

Managed to pass the Access Denier error by trying to add the Web Server on Incognito but now I am getting this response when trying to add the Web Server.
