Cannot create a sandbox user

I try to create a sandbox user to get started with the eBay APIs, but I always get this error:

>  Registration already confirmed

but I don't get any confirmations on this user (my sandbox user list is empty).

Am I missing something here or is this an eBay problem?

You can try to reset your Sandbox password on Reset Sandbox User Password page and try again to login

for the Sandbox account. 

Please make sure to use the TESTUSER_ prefix with your sandbox username.
