ou cannot reopen an eBay return/ dispute once closed. Also, you can't open a dispute in PayPal if you had already opened one in eBay. Your only option is through your credit card company if you used an actual credit card. You can contact the CC company & request a chargeback.

the item was a fridge

when i opened the box the fridge has damage to the top and back (item was dropped) seller is saying as the item delivery was taken over by ebay i need to clam from ebay not the seller

so how can i contact ebay and reopen a return / received a damaged item ?

If you received an item that's damaged, as in not as described, then the not as described case would have been the right kind of case to open.  Unfortunately, on eBay, you have only one chance to open a case.  If you paid with Paypal, you need to go there and open an item not as described case.

Now that I see you're registered in the UK, you probably should return to eBay.co.uk and pursue your issue there.

Some rules are different on different eBay sites.

The OP should be able to open an item not as described case with Paypal if that's how he paid.

Even if he did open a case with eBay and then let it expire.

It seems your seller tricked you into closing the case.  Anyway, just to get a clearer understanding, how did you open the initial case?  Was it through eBay Resolution Center?  Why did your seller tell you the case was opened wrong?

Also, your dinged and dented refrigerator was probably damaged prior to delivery and not during shipping.    Your seller is probably a third party vendor who sells salvaged items.  In the listing the seller should have noted that the refrigerator had damage to the top and bottom of the unit, not disclosing this information is fraud.

Your options are:  open a dispute in Paypal, Credit Card Chargeback, Small Claims Court.

Hopefully, evrything will work out for you.
