replacing an item because of lost parcel

I sold an item and ship it from China to USA with ePacket (registered mail with tracking number), the parcel should have been delivered within 25 days max, but it has been a month now and the parcel did not  delivered yet and I noticed that the tracking number has not been updated (I got a message from the buyer asking me what happened with the order), I concluded that the parcel must have been lost. Since it is a cheap item, and to satify my client, I sent him apologize letter for the lost parcel and I asked him whether he want me to refund him or having me send another one, so he wanted to get another item. Since it is the first time for me as a seller on eBay facing this kind of issue (lost parcel), I don't know what procedure I should take to let ebay know that I want to send another item to the buyer as a replacement of the lost one (just to keep my account safe and avoid any problem with ebay). 

I'd appreciate any advise from you guys

Best to advise buyer to request refund for item not received.

 

Advise buyer to then place a new order for the item.
