I asked the seller for the money back
The seller did not accept, I cancel my request and sent the item
the case was closed
but the article did not arrive and I cannot make a claim because it tells me that the open case has already been closed

Send them a postcard with tracing number, wait for it to arrive, then call eBay and tell them the original item was returned back to you and you had to send it again.
Give them the tracing number that shows delivery and they have to take it.
Responsibility for fair play lays on you.
