lost package

I shipped two packages (signature required) to a buyer via UPS. I received one of the packages back and promptly reshipped (no signature required) and the buyer acknowledged receipt. The tracking on the other package states that it was left at a UPS Access Point on Saturday, August 20th. I called the access point and they do not have the package. Possibly it was returned to the UPS Driver since it was not picked up by the buyer. Do I need to wait on the buyer to initiate a lost package claim through ebay? They have communicated that they have not received the second package.

Also, the package that was returned to me is still showing as "not delivered" when it actually was...just under a different tracking number. Can this be edited somehow?

You will not be able to edit the first Tracking Number but usually you can add additional Tracking Numbers.

On the package that was left at a UPS Access Point on Saturday, August 20th, has the buyer stated they have not received it?  They are past the 30 days for eBay to be much help to them.

They buyers said that they have not received the package. The access point drop-off location (CVS in Miami) doesn't have the package. And, I'm having trouble filing a claim with UPS. Should I go ahead and issue a partial refund to the buyer or wait for UPS to acknowledge that the package is lost and file a claim?

If you purchased the USP shipping thru eBay then I would contact eBay for help.  If you purchased the USP shipping elsewhere then contact them to help with the claim.

I am not sure about a partial refund.  Is the buyer agreeable to a partial refund?  Why would they be ok with a partial refund?  If they did not receive the item why would they not expect a full refund?

Two boxes were shipped with the exact same contents. Since they received one of the boxes, I only need to refund for the other one that is lost in transit.

If you are ok with giving them a partial refund then go for it.

Keep trying to make the Insurance Claim for the lost item.
