international shipping - package caught in a loop

I sold an item to a customer in Montenegro in December.  Package departed Bluffon SC on Dec 21, traveled to Charleston SC, Columbia SC, Miami FL, San Juan PR, Denver CO, San Franciso CA, Jamaica NY and now shows enroute to next facility on Jan 9.  Why is it traveling all over the US and not departing for Europe?

Perhaps the Montenegro postal code is being misread as a US zip code. USPS 81101 is Alamosa, CO for example.
