seller ships item that buyer bought to a different name and address, but somehow gets tracking to show that package was delivered to right name and address...buyer does not get item they bought and can't get a refund because tracking says it was delivered . .this is outright fraud and ebay should stop them from doing this instead of helping them..it almost happened to me..i was able to get proof from usps and after an appeal i got refund..but ebay still protected the crooked seller..i am going to quit ebay.

If the seller is an experienced seller that has been selling for a long time, selling similar items, and has no long breaks in the pattern of selling, and has good feedback for selling, then perhaps the seller is drop-shipping, and happened to choose the wrong scammer to drop-ship that particular item from.

i did not lose any money..i got help from usps and proved it to ebay and got refund on one...the other three i got the items. amazon delivered them, then the day after each the seller said they were now shipping the items i bought.. gave tracking numbers. days later tracking said delivered..but they were delivered to different name and address, but tracking showed my name and address.. the sellers all had many sales and good feedback..i guess this stuff is how they did it or they were trying to stop feedback they didn't want..which if i did like them, would not work.

unless it has changed in the last couple of months, it is not always impossible to use an email, but might be possible that ebay just made a case by case decision...as i explected, like you said, the standard "did not receive item" dispute failed..but after i got an email from usps that showed the tracking number and that the package was delivered to a different name and address and other usps stuff in the email proving that email did come from usps and that it was my email address, i filed an appeal and ebay gave me a refund..they still covered the deceitful seller..they said it was stolen.
