i shipped a hat to mexico. when i printed the label my packing slip said my cost was $13.00 . now i get a message from ebay that theyre going to collect $19.00 from me!

The packing slip shows what you charged the buyer for shipping, which may be more less than the actual shipping cost you pay for postage.
Look over your Shipping Preferences and shipping options/settings on the listing to prevent this from happening in the future.

Make sure the dimensions and weight are correct in your listings if using calculated shipping, before you list.
If you were using flat rate shipping in your listing at $13, that is a mistake on your part.
