Almost all my items that I want to ship as ESE is not available. All my items are listed under collectibles & art.

You are correct - ESE is only available in eight categories, and those categories do not include collectibles & art.

Then why was I able to get this one listed with the ESE option:

That one is in the "Stamps" category, which is one of those 8 categories mentioned. They shouldn't have said none were in Collectibles & Art (which is a high level category with tons of subcategories), just that not all of those subcategories qualify.

Sorry, I didn't look at the first one. You're right, it seems it should qualify. Does it just not show up in the list of shipping options when you create the listing, or only when you go to ship a listing like that. Because right now it's showing that it ships with USPS Ground Advantage, but of course I can't see what options you were presented when you set up the listing. Sometimes things in your Item Specifics can trigger eligibility for things like that, I think, but I didn't see anything I would expect to do that.

You're right it does not show up in the list of shipping options. I tried changing the wt. to see if that affects anything. Tried changing envelope size, tried changing the price - no affect. The weird or maybe not weird thing is I was able to get a ESE option on a $25 item.

Both of my examples show stamps as a sub category. Am I mistaken?

When you go to buy a shipping label, you won't get the option for ESE, because of the price.

Please be more specific @oli4 . Is the problem adding ESE on the listing or is the problem buying an ESE label after the fact?
If it's the former, check the weight/dimensions on your listing. You may have entered info that exceeds ESE limits.

If you don't see ESE on the listing form you may need to adjust package dimensions to 11x6.
If you cannot access ESE when purchasing a shipping label, it's possible:
- Your package dimensions/weight are above the service limits.
- Your item was listed in an ineligible category.
- Your item was above the $ limit. When you use auction format, if the auction goes over $20 and you offered ESE, the buyer can still choose it at checkout, but you will not be able to purchase an ESE label due to the item's value.
- Your buyer entered Puerto Rico in the country field. If that happens, let the buyer know ESE is a domestic service and it cannot be purchased when PR is entered in the country field. You can cancel the order using "problem with buyer's address" and advise them to repurchase with a revised address: they need to enter PR as the "state" and United States as the country.

Remember, this is a metered mail shipment so it does not receive traditional tracking scans and the clerk at the PO counter cannot scan it. Drop these envelopes in your PO's metered mail slot if they have one. The envelope will be scanned by sorting machinery at distribution centers along the way.
Common reasons ESE envelopes don't get scans include:
- Overpacking. Envelopes are too stiff. It's not recommended to use trading card top loaders or cardboard mailers.
- Using ineligible packing material such as a bubble envelope.
- Placement of label. Label should be placed in the upper right corner with approx 1/8"-1/4" clearance from edges. If it's placed too far from the corner the machinery won't scan it.
- Placing items like coins in the center of the envelope. The center of the envelope needs to be the most flexible part.
- Printer ink is not dark enough, or label color is too bright (stick to white labels if you can).
With ESE, a 'delivered' scan generally occurs at the last sort facility before it gets to the buyer, so typically the buyer will receive their order a day or two after the delivered scan.

Adding ESE from the drop down menu, but it's not in the list.
The item is less than $20.
The item by default is 3 oz.
I am using the default size, but I have played around with size but that didn't help.

I am going to register a item and use Stamps as the category and Not Collectible to see how it goes. What's confusing to me how on some of existing listing's eBay allows me to add ESE shipping.

I was using default Size and 1 oz. Listed new item under Category: Stamps - Europe - Hungary - didn't work as no ESE was available to pick from. So I changed the size to 11.5x6.1x1 and deleted Service. Once I deleted Service and went back in to the List THERE is was.
Will do more but it's going to be a sloging to get through ver 300 items.
Hope this is a fix.
