eBay International Shipping Program question

I would like a simple confirmation whether or not this statement about the eBay International Shipping program is correct:

 

When a U.S.-based seller uses eBay's International Shipping Program, the order receipt typically shows the domestic shipping cost that the seller sets for shipping within the U.S. It does not display the additional international shipping cost on the seller’s order receipt.

 

The total shipping cost that the buyer sees includes both the domestic shipping fee and any additional international shipping fees that eBay calculates based on the buyer's location. This means that the seller only sees the domestic portion, while the buyer is charged the full amount, which includes eBay's calculated fees for international shipping.

On the seller's Order Details page the seller will see the domestic shipping cost only, not the international portion.

 

On the buyer's Order Details page the buyer will see total shipping displayed as a single cost, not broken down between domestic + international.

 

If the seller wants visibility to the total ship cost, they can generate a packing slip.
