ok so i shipped the item like 1 month ago and it did not deliver to the person who bought the item. ebay refunded his money but the item is still on his way, what should i do?

Not much you can do. If the tracking shows it was delivered, you can ask the buyer to return it (at your expense) or repay for it but they cannot be forced to do either of those and you really don't have any recourse.

Other then stop selling internationally, all you can really do is ask them to pay when they receive it. You can try sending a Paypal Invoice, sometimes that works.
