I have 100+ listings in my store.
there are multiple items in most listings but each item weighs less than 1oz
if a customer chooses 2 or more items, the shipping cost doubles.
I'm obviously confused on how to set up my shipping preferences
would a better choice be to set up a flat rate shipping charge and if so how the heck do I do that
I'm having trouble figuring it out

You say they weigh less than an ounce. Yet to ship to me in Nevada I am charged $5.85. A one ounce package from FLA to NV should be $4.36.
SO when you created the listing what weight did you enter? If anything other than 1 ounce THERE is your problem.
Here's the solution. If you enter 1 ounce as the weight then a buyer can buy 4 (which will total 4 ounces) and the postage remains the same at $4.36. It is only after buying 4 that the rate goes up and the rate for 5-8 ounces is $4.68.
(No do not set a flat rate - that will only make it worse).
