I had a buyer buy a quantity of 8 items the other day. Each item ships in 2 packages. That's 16 tracking numbers - 10 of which I can't provide.
I often times have 7 or 8 tracking numbers to enter but am stuck with the same 6 slots.
Anyone else experiencing this issue?

Afraid that's the limit. Consider only putting 3 items per listing so each shipment will only require 6 numbers, and put a note in the listing others are available in additional listings for buyers to purchase from.

Wouldn't that violate the duplicate listing policy?

@janet9988 Good catch, I didn't think of that. No you can't duplicate listings, so there goes that idea.
How about this workaround: Do a variation listing where each variation is for 3 or less items. No rule against that and it forces buyer to only purchase no more than 3 at a time.

Great idea. I was trying to think of a way.
Of course the easiest way would be ebay not placing a limit on tracking numbers in the first place.... not sure why ebay would even need to limit this.

Here is how I have done it in the past, for all the tracking numbers that ebay prevents from being listed, I just copy each one and paste them in a message to the Buyer Thru Ebays message system ALONG with a message explaining the issue ebay created as well as using down the road for evidence to ebay when they try to ding your account for something they caused..Customer is happy he can track it I am happy I know I did all I could, Plus you have the proof that you did ship it and did provide the tracking numbers to the Customer, AND it was ebays fault and not the sellers.

Yeah, that's what I do.
I just can't believe eBay is so antiquated in this aspect.

Is the buyer buying 8 IDENTICAL items, or 8 DIFFERENT items. If different then there are 8 separate sales. (Judging by what you sell I am guessing it is the latter)
The only way I can see that this is a problem would be if the buyer put all 8 items in their cart and created a single sale with 8 different items. If there were 8 separate sales, even if they are going to the same buyer, then you would create 2 shipping labels for each individual order and each sale would be 2 separate labels with their own 2 tracking numbers.
