Probably because some countries do not allow those items to be imported. Who knows if someone is making a homemade torpedo. It is a crazy world out there.

doesn't mean you cannot relist. Just remove international shipping option on listing and I would watch out for those freight forwarder addressees that international buyers will use as a get around.
If you ship and caught by customs, you will probably lose product and buyer will be refunded.

Boat propellors are prohibited by both EIS and EISD, generally due to import restrictions in various countries.

eBay International Standard Delivery (EISD) is not the same as the Global Shipping Program. The Global Shipping Program is being discontinued and being replaced with a new program Ebay International Shipping (EIS) which should not be confused with EISD....LOL..
These programs have restrictions as to size, category, and import/export restrictions, and protections for sellers.

Hi, keep in mind that it is not eBay making the call on whether or not to ship, they are merely following the laws of the countries one is exporting to.
