Why are Hawaii and Alaska linked together in excluded shipping options? It's a question cause I do not know and could not find any official reasoning, two totally different states in different areas.

Can't travel by highways to those states so there is no ground shipping.

Some sellers think shipping cost more and transit time takes weeks to get to those states. Which actually is not true, it depends on the shipping service used.
Same for APO and FPOs and US Protectorates. All of which USPS ships to. A lot of sellers exclude them as well.

You can drive to Alaska. I don't know if carriers drive through Canada, but I have.

Then why are there "Interstate Highway H1, H2 and H3 and H201"?
Is there a tunnel? Like the Lincoln Tunnel in New York or the Sumner Tunnel in Boston?

While it is true you can drive TO Alaska you can NOT drive to the capital city of Juneau or many other places in the state. Juneau is completely surrounded by mountains and, although there are streets within the city, there are NO roads leading in or out of the capital. And bush pilots are worth their weight in gold for remote villages.

I just automatically upgrade to Priority Mail for each and all of those. No extra charge. In the grand scheme of a month's worth of business it is an insignificant amount. And good public relations encouraging, one would hope, repeat buyers. AND it avoids all the INR complaints.

Does not explain why a seller cannot choose between the 2 they could very very easily be be split so a seller could choose one and not the other.

My question would be, why would you want to only choose 1?
They are both considered Zone 9 (At least for me on the East Coast)

Zone 9 includes Palau, Federated States of Micronesia, and the Marshall Islands, which are technically separate countries which use the USPS postal system.
All other US ZIP Codes are Zone 8 or closer, including Alaska, Hawaii, Puerto Rico, The Northern Marianas, Guam and American Samoa. Parts of the contiguous 48 states are even Zone 6 or 7 from Alaska or PR.

Traditionally, restricting shipping to the "contiguous 48 states" has been a business practice of many mail order operators.
Pairing the states for restriction continues a common practice.
Many things are artifacts of our history.
