eBay shows an estimated delivery date for every purchase. Check your email confirmation and look at the latest date in the estimated delivery window. If your item doesn't arrive by that date you can file a non-receipt claim.
Before filing a claim, check your purchase history page to see if the seller provided tracking and if the package is showing active tracking movement to your location. If the package is still moving with the carrier, give it more time for delivery before filing a claim.

3 Days. It's only been 3 days.
Give the seller at least until the estimated delivery date, then you can file a claim for a refund if it doesn't show up.

1. There was an estimated delivery date in the listing. If/when that date has passed by at least one day, you can open an item not received with eBay.
2. You are addressing a very large group of fellow buyers and sellers who volunteer here to help others. We have no access to your buying history so don't know where your package is.
3. Not a good idea to post contact information on a public forum.
