When to request a cancellation

I bought an item on my 11th.  Never heard from the seller so I contacted him on the 17th.  He messaged back saying he didn’t even see that the item had sold and he’d get it in the mail the following day and let me know when it was mailed.  

i never got another response.  I waited till the 20th asking if they were mailed yet.  Silence.

 

On the 23rd I told him I’d like to wear them for an event coming soon and asked if/or when he will be mailing them.  I gave him 2 more days but no response.  It’s been 2 weeks since I purchased the item.  Should I just ask for a refund?  And if so, how does that work when the seller is ignoring my messages?

When to request a cancellation

Go to the item in your purchase history and check the estimated arrival date on the order, if it has passed that date by 24 hours you file a claim for Item not Received.

When to request a cancellation

There was an estimated delivery date in the listing where you made your purchase.

Once that date has passed by at least 24 hours, but less than 30 days, you can open an item not received case with eBay.

May I respectfully suggest that you read eBay's Money Back Guarantee for buyers? It clearly spells out your options if/when an eBay transaction goes wrong.
