What happens if the buyer doesn’t pick up?

I ordered a package May 30, and it arrived at my post office June 13. I did not get any information on what post office it was sent to, and then on July 8 it was sent back to New York. I then got a letter by the post office that the package had arrived, but then it was of course too late.

So I went up to the post office and asked why I got the letter so late. They just said that the contact information was unreadeble. 

So I contacted the seller to try and get it sent again, but the seller never got the package. It was sent to Carol Stream, IL with the status «Delivered, left with induvidual»

I have trouble contacting and getting help from ebay. My case was closed since it is marked as delivered and I won’t get my money back.

Since the package was returned to the seller because you didn’t pick it up from the post office you’ve voided buyer Money Back Guarantee protection. 
You can try to file a chargeback with PayPal you have 180 to do so if that’s how you paid or contact your credit card company.

The seller is NO longer responsible since they are part of the EIS program.   Ebay has your package. They now own it. You voided your buyer protection .  But you can do a chargeback but before you do that, why don't you contact the Ebay on  Facebook.   You need to go to Facebook, find Ebay and then click MESSAGE (MESSENGER).  Here you state your ebay ID, your name and the item # and explain what happened.  Perhaps they can issue you a refund since ebay has your item and whatever it is , you can be sure that they are going to sell it.  The sellers in this program  never lose their money. They don't get the items back either.  Ebay assumes full responsibility for any issues.  If you write to those EBay folks on Facebook, I am sure that they can help you.

Even if the seller wanted too, he can't do anything about the refund since Ebay assures sellers that they take responsibility.  You need to speak with a supervisor at your post office. I don't buy that they could not contact you unless the label got wet and your name/address got messed up but then , why did you get the letter? Someone at that post office is lying to you. Those shipping labels are printed from Ebay and NOT handprinted.

Remember, you are writing to ebay through the messaging system. Your information will be private. None of your friends/family will know that you reached out to Ebay via facebook.    Please come back and let us know if you were refunded.  I am 99.9% sure that you will get your money back doing it this way.

There is no EIS hub in Carol Stream, IL @ms.rodriguez* . EIS hub is in Glendale Heights, IL (and there's another in CA).

This was likely an eBay International Standard Delivery Package which operates with different rules than EIS and seller does not get the same protections.

Either way, as said above @erik7379, your MBG coverage is voided because you failed to pick up the package or track the status to see it was waiting to be picked up. You had more than three weeks while the package was sitting and waiting to be picked up to contact your local carrier to find out which post office had the package. eBay isn't going to cover you under existing policy unless there's an off chance they give you a one-time courtesy refund.
