Most likely answer: nothing, of course. I recently was off the internet for five days through no fault or desire of my own. A lightning strike ate my router and my non-service (questionable) provider didn't fix things until three days after their original date promised. I patched together limited access through my local library and church and got auction sales out on time, but it wasn't easy. For those with even more limited physical mobility, it could have been a complete disaster. As it is, my sales stopped dead even though I got everything back up and running on Monday. Apparently Ebay's search engine doesn't like it when you put a store on Vacation because you don't want stuff to sell when you can't ship....
The question is: will Ebay protect seller metrics in any way when they're out of communication due to localized service interruptions? I know they will for widespread natural disasters, major storms, etc, but this was a big nasty thunderstorm with ground lightning and spotty damage. My connection wasn't the last repair the technician had to do that day either, so others locally were in the same (capsized) boat.

No, they won't. When I have wifi issues, I go somewhere I can access it, like a friend's house, my local library, my local coffee shop, even my local grocery store deli seating area has wifi access. Maybe not ideal, but it's only temporary, after all.
Why did you have "limited access" at your local library? If you can access their wifi, you should have full service. Mine even has printers available for labels.
Just because the wifi's out at your house doesn't mean you don't have any wifi available anywhere in your sphere of activity.

In my case "limited access" at the library is because they have limited days/hours that they are open.
Sometimes the "wifi' is not even up when they are closed, so can not even partake of the "read only" portion of that.

Wide spread issues such as natural disasters they'll help out with, individual issues they won't.

Add in multiple physical handicaps and life is even more difficult. My library also has time limits on how long you can use the system even when they're open, although though if there isn't a line they don't actually care. Printing from a wireless connection is byzantine, to put it mildly, and using their wired terminals isn't much better.
That said ... can't say I'm awfully surprised. I really asked the question so some other poor soul could hopefully find the answer on search instead of futilely looking through the [no] Help pages.

It appears the public libraries in the OP's town is open the following hours. In the circumstances described by the OP, it would seem the library's hours would provide adequate time for eBay business to be conducted.
Bloomfield, CT 06002
Mon - Thurs: 10AM - 8PM
Fri: 10AM - 6PM
Sat: 10AM - 5PM
I also mentioned going to a friend's house, a coffee shop, a cafe, the grocery store, etc. The public library was not my only suggestion, nor is it the only option for the OP.
The point remains that eBay will not accommodate the OP if problems arise from the failure of his/her own private wifi connection.

Depends on where you live.
If you live in a small town like me, finding WIFI you can access is not easy.
We're talking about the OP, who, according to his/her item listings, lives in Bloomfield, CT, twenty minutes outside the capital city of Hartford. I imagine wifi is easier to find there than were you live.
If you had posted about the same issue, based on where you live, I may have responded differently, but this thread was posted by someone who is in or near an urban center.

The library access however was not the point of the original message and was merely part of the backstory.
