What am I doing wrong?

I live on the east coast so with free shipping the west coast is my most costly, as well as Alaska and Hawaii. I recently saw a post about shipping tables. I have been playing with it, but when someone from one of these regions buy something from me it does not add more to the shipping. What am I doing wrong? ship.JPG

Sellers can have multiple tables, then when setting up a listing they can choose to implement one of them.  To activate a table, you have to set up the listing by choosing "Flat" rate for shipping (not Calculated).  After you choose Flat, the listing form will show a check box where you can choose to activate your Table.

You have to set up the shipping section of the listing with the table, not with calculated shipping. In the shipping section of the listing, choose Flat rate shipping (not calculated) and then the listing form will show a check box where you can implement the Table.

Ok, then what is this table for? It does not seem to do anything.
