I am a seller with a buyer that is returning a product due to a "not as described" scenario. I accepted the return within the day and then delayed choosing which option for sending the return label.
I updated my address ONLY changing Dr to Drive; an insignificant change.
When I went back in to send the return label the next day, the Return Detail page (after clicking on the return ID link) is showing "Return started" while awaiting "Item shipped". See my attached photo. There is no option to send a return label back to the buyer not even my own label.
I've had eBay call me back at least a few times now but they have told me to take various resolutions: i.e. eBay message the buyer with a picture of the return label or it's stuck on the buyer's end and they need to push the process forward.
I am afraid that if I message a label to the buyer, they may ignore it and I don't know if this would be enforceable. Any ideas would be appreciated. Thank you!

Please accept my apology if I have not understood the issue you face.
My understanding is
Return is opened and approved.
Return label is not sent.
You are unable to upload pre paid return label on return case.
To resolve this you can send buyer a message advising him that return label is attached to this message and upload the label in that message.
Please keep in mind that this label should be in JPEG format.
Should item not be returned to you and case is escalated that you have failed to provide a return label then you simply ask eBay to view the messages and in my experience case will close without a refund to buyer.

If the Return was for a 'Not as Described' reason and you approved it, eBay has already provided the buyer with a label. It's awaiting 'item shipped' until your buyer gets it scanned. You're good.

If you accepted the return, the system generated a label for the buyer to print.

Ok. So I won't know the tracking number until then? ...and I won't be charged for the shipment until he/she scans it with USPS?
It's just so confusing that I don't see a charge or tracking number for the shipping label.
