Recently I bought a Samsung Galaxy s7 with a bad IMEI number. They sent me a tracking number. All through the week, the tracker said that it was "Acceptance Pending". And today (October 6th) they sent me an email that said that the "Package was lost" and that "I will receive a full refund". So far I have no phone and no refund. What can I do? The seller is not responding.

Wait until after the last estimated delivery date. Then open an item not received case through ebay. Make sure you save the message stating the package was lost.

I would do that except that there is one huge problem. I bought the item via an anonymous purchase. So I have no access to a dispute option.

just get an anonymous refund.

You mean you purchased as a guest? If so get paypal or your credit card to refund
