Clearly I can put a book in the USPS Flat Rate Envelope and seal it. The book will be "loose" in the envelope and can slide around.
After putting and sealing in the envelope, can I fold the loose parts of the envelope around the book and tape - the result would be solid, the size of the book, and no loose envelope areas.

No, the envelope is supposed to fold on its actual fold lines. Just stuff some paper in around the book -- remember, you don't have to worry about adding weight. And that will protect the book against corner bumps, too.

Can you put the book in a box and then in a Flat Weigh Bubble Envelope?

Put sheets of cardboard in front of and behind the book to fill out the envelope. Will prevent corner damage and bending too.

With the Flat Rate Padded Envelope you seal the flap anywhere and can completely snug it down and alter its shape.
With the plain cardboard Flat Rate Envelope as long at the top flap seals where it is suppose to, you can add tape and technically snug it down. However, to not risk an unknowing worker rejecting it, the best is to just use a box inside or a little packing, then tape in both directions. This also protects the contents better.

I first bag my books in a clear plastic bag, then wrap cardboard around the book, then cling wrap. That makes the book very solid, and prevents ruining the spine. Then, I wrap it in another layer of cardboard, and ship media mail.
I've gotten good at cardboard folding...use the blunt tip of a matte knife to pre-crease your cardboard. Two layers around a book - and its rock solid.

Yes. I put lots of things in boxes then in the flat rate bubble mailer. Just make sure the envelope can still close properly.
