UPS Direct Delivery Question

A buyer could redirect a package if direct delvery is not checked on the UPS website. What if a buyer redirects a package? Could they file an INR case even though it shows as delivered? This has not happened, just wondering.

Yes, they can redirect the item, but this is a very, very rare occurance.  I've been on eBay for nearly 20 years, have posted on the boards as long as they have existed, and have seen this problem maybe two times.
