Hello,
About 3 weeks ago a bought a watch from a seller in Israel. He had a rating of 94 and after the purchase his listings were deleted. Still tracking number was provided so I decided to wait and not open a case
Now my item is marked as delivered but the tracking code shows different name and adress 400km from here. The post office confirmed that is a different parcel. StilI can't open a missing item case because according Ebay is delivered
Could you advice me please what to do. The item is quite expensive and not something to let go easy

Meanwhile I tried to contact the seller and request some papers from the post office so I can track my item. Instead of contacting me he immediatelly contacted Ebay customer service and they immediatelly closed the case
Still didnt get any papers and start to feel more and more scammed
Does anyone else have similar experience and could help with advice

Yours appears to be the first USPS/International. Mine (the reply in the above link) is Fedex too.
It is really starting to appear that Ebay has a glitch in their software that allows tracking numbers to be attached to Lots. That's not so _bad_ when the seller has integrity, they'll ship it anyway and take some responsibility when things go wrong.
But, in your case and mine, the sellers are of very dubious integrity and, perhaps, are taking advantage of the fact that a shipment they never shipped, they can now claim as delivered. My seller was new to ebay (2/20) sold two multiple unit items. My item (43 available) _had_ only one feedback: negative. At the time I purchased the feedback was 100%. I didn't feel the need to review them. That 1 feedback is now gone. The other feedback (200+, all positive) is for a card game and 99% of those buyers are <10 feedback _and_ 70% or so are _now_ unregistered. If this is a scam, I'd love to know how its geared. The case was closed because the tracking shows the item was delivered.
You need to contact CS and have them check the tracking, where it shows it was delivered to a different location.
