If a package that I sent states delivered in the tracking details but the buyer claims they have not received it and they have contacted EBay what do I need to do to cover myself. They are also stating that a Amazon package was delivered the same day and it is also missing.

Have you asked your buyer to beat about the bushes to find the item?
If not, do nothing. It's the buyer's responsibility to have a secure location for deliveries, and their responsibility to work over the carrier to find where the package was delivered.
If your buyer starts an item not received refund request, upload the tracking, then eBay will close the case without a refund, and feedback will be blocked/removed if already left.

If the Buyer opens a not received case, up load the tracking into the case details.

If and when the buyers opens a claim for an Item Not Received. Simply upload the tracking number (double check the accuracy of the tracking no.) you will be good to go.
If the do nothing-offer the suggestion to contact their PO to see if the package has been miss delivered to another address (not an infrequent happening), someone in the household already picked it up off the porch, file a police report etc.
BTW Amazon is not faultless in their deliveries - they have the human factor issues too - recently had 5 Amazon packages delivered to our house that was intended for a neighbor - did the right thing - just took them to the correct home address.

you are pretty much covered with a claim as long as you upload the tracking when its opened
if you wanted to help your buyer you could tell them about the GSP coordinates that the USPS uses just in case it was misdelivered.
maybe the buyer still wants to know if it was a porch pirate or misdelivery..usps can help with that
