Just a quick question. If a package has a “tracking number provided” status, does that mean it has necessarily been picked up by USPS, or can it still be in the hands of the seller?

It might not yet have been given to the shipper. Ebay posts the shipped message as soon as the shipping is paid for. Even before the label is printed. You have to check the shipping tracking number to see when it shipped. Also, it can take several hours for it to first show in the system after the package is given to the shipper.

The most up to date tracking # status is available it USPS dot com.
Sometimes tracking is not scanned upon acceptance.
I am enrolled in USPS "informed delivery" to see the status of incoming items. That even shows pre-acceptance status when the label has been printed. Also, the fact that I can see it on my USPS informed delivery account confirms that the address provided by the shipper is my address.
Another perk of "informed delivery" is that I do not have to walk out to the mailbox looking to see if delivery has been made. I am "informed" shortly after it happens. Generally in less than 5 minutes.

The tracking number is generated when the seller purchases the online shipping label. So when that message first appears, the package is definitely not yet with USPS. If the label hasn't gotten any scans from USPS, then it could still be in the seller's hands.

Consider items purchased on a Saturday, Sunday or Monday.
Regardless of the time the package is tossed into a mailbox or dropped off at a post office.
The packages end up at the Main Post Office downtown on Monday evening to go through "The Big Sort."

Just had a package delivered at 1:47.
Have email in my yahoo at 1:52 showing delivered.
Carrier failed to put the flag down after picking up an item. (I do not complain about that, as they always scan my pickups) 😄
