I recently sold ticket stubs and mailed the items in a standard envelope via registered mail, and provided the registered mail tracking number to my buyer. It made it to Copenhagen, and now is apparenltly lost. I've put in an international tracking inquiring with USPS and await a reply. Meanwhile the buyer wants a refund. Am I permitted to wait unil the tracking process is done. What should I have done differently? First time doing an international sale...and probably the last...

You are not permitted to wait. The buyer's refund has nothing to do with your tracking inquiring. You don't have proof of delivery so if they opened a case, just issue the refund. The letter is most likely NOT lost. Its just not trackable to the buyer in Denmark. You did waste your money on registered mail. You probably should have shipped first class flat (I think tickets would be considered documents), Denmark is an e-delcon country.

The OP is allowed to wait as long as the buyer has not filed a complaint and has not allowed the deadline to get close to closing.

The buyer opened a case today. We've been in constant communication, and tracking shows it made Copenhagen, but then nothing more for the past 10 days or so.

Generally, Registered mail won't be tracked outside of the US.

It is probably being processed through customs or the buyer already has it.
