Shipping multiple items to a buyer

When a buyer purchases several items at a time, eBay doesn't allow me to ship using Standard Shipping despite the buyer paying for it after we both select it. Fo example, a buyer purchases two Pokemon cards for $1 each and pays $1.05 shipping for each card. eBay doesn't offer me the alternative of using Standard Shipping. It only allows me to ship for $4.55. Doesn't make sense. I then have to contact the buyer to see if they are ok with shipping without tracking. I pay for the shipping but it still seems like eBay is charging me for the standard shipping which they don't offer me

They only charge you for the labels that you print so if you don't print a standard envelope label, you won't be charged for it.  But it is odd that you are not having the option to use standard envelope.
