Yes.

A seller either includes shipping in the price of the item (free shipping) or charges the buyer for shipping (calculated or flat rate shipping) 

Either way, the seller then purchases a shipping label and ships the item.

When you purchase a postage label through eBay the only cost is the regular online discounted postage price.  There is no service fee, just the actual postage.
