They say to select eBay standard envelope. I do not find it in the drop down menu. Am I missing something?

Who are "they"? If your item is in the correct category eBay standard envelopes will be one of the selections when shipping. Also there are size and weight limits for eBay standard envelope.

They are eBay I need to ship an inexpensive necklace. I guess jewelry isn't the correct category. Guess I learned something. Didn't know that made a difference.

ESE basically is just a letter size plain envelope that processes as "metered mail" with a barcode that is scanned at processing centers as it travels through the machinery. Gets some scans, but not "real tracking".
An envelope with a necklace would likely not meet the characteristics for letter processing.
Next best (cheap wise), if thickness requirements could be met, would be a "non-machinable" letter. No tracking with that service.

That's the problem, eBay's standard envelope is for trading cards, stamps, postcards, coins and paper money. Not jewelry, sorry.

The problem with sending a necklace in a letter envelope (ESE or just an envelope with a stamp, as said it is all just first class letter mail) is that it could be caught in the sorting machinery and be torn out. If you are sending a small thin chain it might make it through (big maybe) but if it has a pendant or a stone or something attached it might get caught in the rollers. A ring would be definitely a problem.
I wouldn't chance it, though with the cost of under-1lb GA shipping going up and up and up it is understandable why you would want to use regular letter mail.
